It actually makes more sense this way when you think about it, the Duke is far more immediate to the province than the King. Basically making culture change a Duchy level thing. So what I would love to see Paradox do is make culture spread check the culture of the local Duke rather than the top-level liege, so that as long as the Count of a Province and his local Duke have the same culture, their culture can spread even if it isn't the same as the King or Emperor.
However, that's not possible unless I switch the Emperor's culture, and then Greek won't be able to spread in the East anymore.
Having just played a game as the Byzantine Empire, I thought of how much fun it would be to try to restore the Roman Empire while spreading the Vulgar Latin cultures through the West rather than just Greek.
